Power Line Technician Apprentice

Role and Responsibilities:

To participate in the Power Line Technician Apprenticeship Program consisting of progressive classroom and on-the-job training that will result in developing the skills and knowledge necessary to safely construct, repair, and maintain a reliable electric distribution system.

The minimum job qualifications for this position are:

  • High School graduate or equivalent required.
  • One year of experience as a Utility Groundman or similar position related to utility construction required to enter the program as a Power Line Technician Apprentice I.
  • Class A CDL License required.
  • Required to live within Coweta-Fayette EMC’s service territory or willing to move into service territory within twelve months of hire.
  • Power Line Technician Apprentice I-IV required to be available for pre-arranged stand-by duty according to schedules established by management.

Effectively and accurately performs the following functions based on progression level:

  • Safely construct, repair, and maintain electrical distribution lines and equipment according to staking sheets, sag charts, National Electric Safety Code, and any other applicable rules, regulations, and procedures.
  • Demonstrate a general understanding of work orders, work sketches, maps, and other records related to job performance.
  • Utilize and maintain the equipment, metering devices, and other necessary tools in a safe and operable condition.
  • Immediately correct and report any safety rule violations as established by the National Electric Safety Code and the Cooperative’s safety rules and procedures.
  • Assist with record preparation for all utilized material and equipment.
  • Demonstrate proficient knowledge and use of the tools, equipment, and material required to construct and maintain an electric distribution system.

Working Conditions and Physical Requirements

  • Very Heavy Work. Exerts force in excess of 100 pounds occasionally, in excess of 50 pounds of force frequently, and in excess of 20 pounds of force constantly to move objects.
  • Reaches and lifts overhead.
  • Ascends and descends electric poles, frequently using feet and legs and/or hands and arms. Body agility is emphasized.
  • Must maintain body equilibrium to prevent falling.
  • Bends body downward and forward frequently by bending the spine at the waist, requiring full use of the lower extremities and back muscles.
  • Bends legs at knee and moves about on hands and knees.
  • Uses upper extremities to press against something with steady force in order to thrust forward, downward, or outward and to exert force to draw, drag, or tug objects in a sustained motion.
  • Majority of time spend outdoors.
  • Exposure to varying temperature conditions, including cold below 32 degrees and heat above 100 degrees.
  • The use of PPE and safety equipment required (i.e. climbing harness and FR clothing).
  • Must be able to communicate listening and speaking accurately, loudly, or quickly.
  • Works on uneven terrain in areas along and off-road right-of-ways, often encountering vehicular traffic.
  • Works frequently with or near energized lines.
  • Works around noisy construction machinery.
  • Visually inspects work for safety connection and compliant design.
  • Must be able to read, write, and do arithmetic.
  • Must be able to weigh and measure.

Senior Staking Technician
Role and Responsibilities: To design, survey, and stake electric distribution lines in accordance with RUS, GA DOT, and/or Coweta-Fayette EMC’s specifications. The Senior Staking Technician will be required to secure from members all necessary right-of-way easements, damage waivers, and other documents as required. 

Effectively and accurately performs the following functions:

  •   Design, survey, and stake underground dig-ins, security light work orders and service orders, overhead service drops, pole changes, distribution line extensions, and distribution line equipment.
  •   Design and stake DOT highway relocations, major tie-lines, work plan jobs, and service to large commercial and industrial developments.
  •   Design and layout service to subdivisions and other residential developments.
  •   Prepare and/or interpret staking sheets, work sketches, system maps, and all other records that may be required in accordance with the most effective and efficient construction procedures and specifications.
  •   Obtain all necessary right-of-way easements, damage waivers, and other documents as required.
  • Ensure that all assigned tools and equipment are in safe and operable condition.
  • Immediately report and/or correct any safety rule violations or procedures as established by the National Electric Safety Code and/or Coweta-Fayette EMC’s safety rules and regulations.
  • Communicate with Warehouse Manager to assure an adequate inventory of equipment, material, and supplies necessary to support the construction of all staking sheets.

 Qualifications and Education Requirements:

  •   High School graduate or equivalent course of study certification.
  •   Requires a minimum 4 years as a Staking Technician for a total of 8 years of experience in the design and staking of electric distribution lines or equivalent work experience.
  •   Successful completion of Level 3 and Level 4 line design staking certification program or equivalent line design and staking certification program.
  •   Successful completion of underground distribution design course.
  • Requires the ability to identify 95% of RUS specifications and the ability to learn Coweta-Fayette EMC specifications relating to the construction and installation of electric distribution lines and equipment.
  • Requires familiarity with line extension policies and rates.
  • Must be familiar with Coweta-Fayette EMC’s service territory and the Georgia Territorial Act.
  • Requires understanding of poly phase metering requirements.
  • Must demonstrate clear understanding of continuing property records and proper coding of work orders in accordance with RUs work order procedures.
  • Requires compliance with all DOT regulations and a current driver’s license.
  • Requires experience with using Futura Staking Software or equivalent and basic computer skills including MS Office.
  • Must be familiar with Georgia DOT standards; able to accurately read and interpret Georgia DOT site plans, and must be familiar with Bentley Redline software.
  • Must be able to initiate and complete projects with little or no supervision.
  • Requires extensive experience in designing and staking system improvements, DOT projects, and work plan projects.
  • Requires excellent interpersonal skills for interacting with all levels of the public and cooperative personnel.
  • Must be familiar with Form 219 Inspections.
  • Must be familiar with joint-use contracts.
  • Knowledge of the Georgia Territorial Act preferred.
  • Requires compliance with all DOT regulations and maintains a current driver’s license.
  • Must be able to work with electronic spreadsheets, word documents and other programs/equipment provided by the cooperative now and in the future.
  • Must be able to communication effectively both in written and verbal format.
  • Must be able to problem-solve and make decisions within the policies of Coweta-Fayette EMC.
  • Must demonstrate excellent negotiation skills.

Working Conditions and Physical Requirements

  • Light work.  Exerting up to 20 pounds of force occasionally, 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
  • Stooping, crouching, walking, standing, talking, hearing, and balancing (maintaining body equilibrium).
  • Required to be available and accessible to work irregular hours during emergency situations.
  • Approximately 70% of work will be done outdoors in various weather conditions, and the remaining 30% will be in a general office environment.
  • Work may require occasional weekend and/or evening work.
  • Required to have close visual acuity to prepare and analyze data and figures; transcribe; read and edit extensively; and view a computer terminal.
