HR Specialist

Role and Responsibilities

To provide administrative, technical, and human resources support to the Chief Operating Officer & Senior Vice President, Admin Services and the Director, Human Resources.

Effectively and accurately performs the following functions:

Administrative Services Functions:

  • Prepare and file correspondence, contracts, reports, special documents and communications materials for the Administrative Services Department, including PowerPoint and mail merges.
  • Assist with planning and performing duties associated with member-involved and/or employee meetings.

Human Resource Functions:

  • Maintain complete and accurate records, reports, and files for the efficient and legal administration of personnel related functions.
  • Answer routine questions from inside and outside the Cooperative regarding job openings following written policy, and reply to unsolicited resumes and letters of application or other routine matters.
  • Assist all departments with posting of positions, notifying State Job Services, and coordinating the use of temporary employees.
  • Review applications, make note of qualifications, and submit qualified applicants for review in accordance with the Affirmative Action Program.
  • Schedule necessary pre-employment exams and screenings.
  • Conduct new hire orientation for new employees to familiarize them with the objectives, policies, procedures, programs, and operations of the Cooperative.
  • Maintain all bulletin boards, keeping them up-to-date and in legal compliance.
  • Maintain and update employee handbook.
  • Administer the Cooperative’s drug and alcohol testing program and maintain all related records and reports.
  • Complete and submit all government related reports and documentation including the EEO-1 form, VETS 4212 form, the Affirmative Action Program, and others ensuring reporting requirements are met.
  • Assist with compensation administration by maintaining and auditing records, preparing reports, and entering data into the system while maintaining confidentiality.
  • Record changes on all employee status as necessary (departmental transfers, rate increases, etc.) in a timely manner.
  • Maintain strict confidentiality of all Human Resources Department activities to protect the privacy of employees and management.
  • Promote and administer the Cooperative’s Wellness Program.
  • Administer employee clothing & uniform program.

 

Qualifications and Education Requirements:

  • High School graduate or equivalent course of study certification.
  • Associates’ degree in human resources or two years’ of human resources experience.
  • PHR or SHRM-CP preferred.
  • Requires good typing skills and knowledge of office equipment.
  • Requires knowledge of and proficiency in Microsoft Office including Word, Excel, PowerPoint, and Outlook.
  • Requires strong attention to detail, excellent organizational skills, and the ability to maintain confidentiality.
  • Requires excellent written and verbal communication skills.
  • Familiarity with AAP, Vets 100, and EEO-1 reporting preferred.
  • Thorough knowledge of the electric cooperative programs and activities preferred.
  • Requires the mental capability to perform job duties with little or no supervision.

Network Administrator

Role and Responsibilities: To design, install, and maintain network systems across the enterprise, assist in monitoring, documentation, and optimization of all network hardware, cabling, software, and data communications connections, analyze and resolve network hardware and software problems, serve as Subject Matter Expert for special projects and provide technical training.

Effectively and accurately performs the following functions:

  • Under general direction, responsible for administration and day-to-day operation of organization’s network systems (e.g., LAN, WAN, and Wireless) and Cybersecurity.
  • Annual network vulnerability risk assessments and remediation.
  • Manage, engineer or support complex networks, including network design, site survey, installation, integration, testing and final acceptance in a wired or wireless environment, configuration and monitoring of enterprise class intrusion prevention systems, including firewalls.
  • Administer users in Active Directory.
  • Provide quality assurance for new applications and modification to existing applications.
  • Research desktop and laptop hardware and software to ensure compatibility with existing systems and connectivity with network.
  • Assist IT Techs with troubleshooting end user network configuration.
  • Ensure the stability, integrity, and efficient operation of the information systems that support core organizational functions.
  • Design, implement and support enterprise class storage and backup systems.
  • Support, troubleshoot, and administer firewall, switches, Internet, load balancing, 802.1X, voice, and other networking technologies in a highly complex environment.
  • Support and implement SSL and IPSEC VPN.
  • Establish monitoring requirements for servers and applications as well as develop and deploy alerting strategies.
  • Responsible for upgrading and managing all networking systems and working with various system owners to coordinate systems upgrades, system backups, firmware and all hardware refreshes.
  • Develop mitigation strategies when vulnerabilities cannot be remediated, coordinate with Corporate IT security team for review and act on any directed changes.
  • Troubleshoot complex network and systems performance issues, as well as enterprise system capacity planning solutions and analyze network traffic.
  • Develop technical architecture documentation that details procedures for installation, maintenance, security, configuration, and disaster recovery.
  • Provide backup technical support for other areas of the server infrastructure including, but not limited to Exchange, Office 365, Server OS and other security solutions.
  • Coordinate with Internet Service Providers to install and configure and maintain connections.
  • Manage use of SNMP network management software and other diagnostic tools to insure reliable network and systems operation.
  • Provide backup to System Administrators for all systems.
  • Monitor network traffic for security incidents and respond promptly to potential threats.
  • Collaborate with the IT team to design and implement robust cybersecurity strategies.
  • Conduct regular security assessments and vulnerability testing to identify and address risks.
  • Stay updated with the latest cybersecurity threats and trends to proactively protect the network.
  • Lead incident response efforts, including the identification, containment, and mitigation of security breaches.
  • Document security incidents and conduct post-incident analysis to prevent future occurrences.
  • Develop and maintain incident response plans and procedures.
  • Implement and manage user access controls and permissions in accordance with organizational policies.
  • Ensure proper authentication, authorization, and accountability measures are in place.
  • Develop and conduct security awareness training programs for employees.
  • Promote best practices for cybersecurity throughout the organization.
  • Perform regular updates and patches to network hardware and software.
  • Ensure compliance with relevant cybersecurity regulations, standards, and frameworks.
  • Prepare and maintain documentation for audits and compliance reviews.
  • Communicate with and promptly respond to the Security Operations Center (SOC).
  • Maintain all internal logging.
  • Collaborate with Engineering team to secure the operations network
  • Manage VPN configurations with two-factor authentication.

 Additional Duties of Network administrator II:

  • Meet budget requirements by managing procurement and monitoring expenses related to the Cooperative’s systems and assist in the annual budget process.

Qualifications and Education Requirements:

  • Bachelor’s degree in computer science or related field required.
  • Minimum of five years related work experience; 4 additional years of related work experience may be substituted for bachelor’s degree.
  • Progression to Level II will be at management’s discretion.
  • Experience with security information and event management (SIEM) tools.
  • Excellent problem-solving skills and the ability to work under pressure.
  • Experience with Fortinet FortiGate Firewalls, Cisco Switches/Routers, Meraki Switches/WAP and related technologies.
  • Advanced understanding of administering and maintaining Microsoft Windows Servers.
  • Advanced knowledge of networking protocols including, but not limited to: IPv4, DNS, DHCP, SSH, Telnet, SSL, IPsec, BGP, and OSPF.
  • Must be able to organize and prioritize work, be proactive, resolve problems, follow through, and simultaneously manage multiple priorities to ensure goals are met in a timely manner.
  • Must possess excellent analytical, organizational, verbal and written communication skills.

Financial Analyst

Role and Responsibilities

To advise the Chief Financial Officer on financial matters and perform the duties necessary to effectively and efficiently direct and oversee finance activities of the Cooperative.

Effectively and accurately assist, supervise, and/or perform the following functions:

  1. Financial Analysis and Reporting
    • Analyze financial statements, key performance indicators (KPIs), and variances to provide actionable insights.
    • Conduct special cost studies and financial analysis as requested by departments of the Cooperative.
    • Develop and maintain financial reports which are consistent with generally accepted accounting principles, dashboards, and presentations for management and stakeholders.
    • Support monthly, quarterly, and annual financial reviews and presentations.

  3. Financial Forecasting
    • Collaborate with stakeholders to create accurate financial forecasts based on historical data and market trends.
    • Maintain an excellent knowledge of the electric utility industry, the economy, and other trends and forecasts to ensure proactive steps are taken to optimize developing conditions.
    • Monitor and update forecasts based on changing business conditions.

  5. Budgeting
    • Assist in preparing, monitoring, and maintaining the organization’s annual budget.
    • Track budget performance, identify variances, and recommend corrective actions to meet financial goals and ensure that budgets and financial plans stay within approved levels.
    • Evaluate budget proposals, analyze financial data, and ensure alignment with strategic objectives.

  7. Data Modeling and Scenario Analysis
    • Build and maintain financial models to evaluate business initiatives, investments, and other financial opportunities.
    • Assist with developing cash requirements and debt portfolio strategy consistent with the risk tolerance set by the Board of Directors, ensuring adequate short-term cash and maximizing investment of available excess cash.
    • Perform sensitivity and scenario analyses to assess potential risks and opportunities.

    • Collaborate with departments to understand financial needs and align them with business goals.
    • Provide recommendations to improve profitability, cost-efficiency, and financial performance.
    • Analyze industry trends and market dynamics to support strategic planning.

  11. Compliance and Risk Management
    • Ensure financial and accounting practices comply with regulations and company policies.
    • Assist in developing and updating financial and accounting policies, procedures, and internal controls.

  13. Process Improvement
    • Identify opportunities to streamline financial and accounting processes and implement best practices.
    • Support the integration of financial systems and tools to improve data accuracy and accessibility.
  14.  

  15. Support Other Accounting Functions
    • Provide backup support to other areas within the accounting department as needed to ensure continuity of operations.
    • Assist with maintaining efficient accounting systems providing complete and accurate records of the Cooperative’s assets, liabilities, and financial transactions in compliance with generally accepted accounting principles and RUS accounting standards.
    • Assist with the annual audit and aid external auditors.
    • Process bank wire/ACH transfers as needed.
    • Assist with reviewing corporate tax returns and overseeing audits or strategies to minimize tax liabilities and maximize tax savings opportunities.

Qualifications and Education Requirements:

  • Bachelor’s degree in Finance, Accounting, or a related field (Master’s degree or CFA certification is a plus).
  • 5 years of experience in financial analysis, accounting, corporate finance, or a related role.
  • Knowledge and experience in the operation of an accounting system per RUS’s Uniform System of Accounts preferred.
  • General knowledge of overall operations of an electric utility preferred.
  • General knowledge in the areas of expense analysis, accounts payable, payroll, property records and long-term debt acquisition.
  • Must have excellent oral and written communication skills.
  • Requires exceptional interpersonal skills for interacting with all levels of cooperative personnel.
  • Must be well-organized and able to exercise discretion and use sound judgment in dealing with people and confidential information.
